City Clerk DivisionThe City Clerk's Office staff includes City Clerk Karlene Abelseth, Deputy Clerk Charlene Penfold, and Administrative Specialist Tori Jewell. The City Clerk prepares & controls the budget, manages personnel, & plans for the Clerk's Division, which consists of Judicial and Central Services. The Clerk's Office records the proceedings of the City Council & maintains custody of all minutes, ordinances, & resolutions of the governing body. The Clerk maintains the Records Retention Program of the City of Gillette & scans these documents for public access. The City Clerk's Office licenses, pawn shops & liquor licenses. This office also issues permits for carnivals, parades, street closures, malt beverage/catering, structure moving, taxies for hire, itinerant merchants, & nomination of Clerk as agent to acknowledge. The City Clerk authorizes & renews the senior citizen/disability utility rate & organizes the annual city auction & city-wide picnic. Election information is available & residents may register to vote in the Clerk's Office, except 30 days prior to the Primary Election, when residents may still register at the County Clerk's Office.
